Current Status and Solutions for Personal Lines 

THE PROBLEM: Over the last 34 months or so, Personal Lines business has taken a hit with the current Hard Market; premiums are increasing more frequently, new business has been restricted with most carriers and require combos, limit markets for monoline business, and new appointments have ground to a halt. Carriers have had to slow growth to control the increasing cost of claims due to spiraling inflation and supply chain issues while they struggle to get more rate.  Personal Lines Restrictions may last into the 1st Quarter of 2025–thus greatly slowing personal lines revenue growth.  Below are some suggestions that may help to immediately increase agency revenue while the Hard Market Lingers on into 2025.

HARD MARKET UPDATE:  Yes–Most of the Preferred and Standard PL Carriers are reducing UW restrictions and increasing the number of Quotes Delivered.  AS of September 1, most carriers have continued to reduce UW restrictions and increasing Quotes Delivered–some have moved from 5-10% returned to over 60% or more.  

SSPL is now getting quotes back on Homes and Auto–although still limited, signs of more availability have been seen during the 3rd Quarter and on trend to continue during the 4th Quarter 2025.   Progressive Auto is now available in SSPL and as an Appointment.  GEICO is preparing Appointments for many agents in Virignia.  Contact Roger or Daniel.

Also many carriers are now open for Appointments–although somewhat limited.  

Below is the current Carrier Appointment and Writing Status for the Smart Choice Programs.  We will continuously update this info as the Personal Lines market is changing frequently. 

2025 Agents Program Personal Lines Hard Market Summary  

  • CARRIER STATUS:  GENERAL OVERVIEW
    •  Standard/Preferred PL Carriers have begun to open NB–many are opening up the 3rd and 4th Quarter 2025.
    • Carriers are using Raters to filter NB–most are allowing only Combos with high insurance scores and no issues–Error Returns with NO Quote when Rejected.
    • Some Carriers have halted quoting in their systems and only use raters for access; e.g.  Elephant, Clearcover.   Expect more carriers to begin using this method.
    • Currently still Difficult to write Standard/Preferred  Monoline NB–most carriers require Combos.
    • The Most Successful Quotes now require Combos, prior 100/300 minimums, no lapses in 12 months, and clean.

    • Safeco  is now open for limited Appointments and NB is Restricted to Super Preferred Combos. UPDATE:  As of May 1, now offering limited appointments for BOOK ROLLS.  HO and Auto now open more in SSPL and direct.

  • CARRIER STATUS:   Standard/Preferred PL Carriers have been reducing UW Restrictions. 
    • NEW:  Progressive Auto available in SSPL as of April 2.  
    • Carriers are Ezlynx Rater to filter NB–most are allowing only Combos with high insurance scores and no issues–Error Returns with NO Quote when Rejected.
    • Successful Auto Quotes  => 100/300 min, no lapses in 12 months, Prior => 50/100 and clean.

Kerry G. Belcher, Sr was born in Richlands, Virginia in 1964.  Graduated from Haysi High in 1982 and earned an AS degree in Electronics Engineering in 1984. Recording Engineering and theological training were also completed along the way.  He began his insurance career that May and was licensed and manager of the Clintwood branch of Hugh Belcher Insurance by February of 1985.  In 1989, he returned to Haysi to manage the office. In 2005, Kerry bought his Dad and Mom’s remaining stock and became the sole owner of the Haysi Agency, half owner of the Norton Agency and opened an agency in Pennington Gap with Don and Lowell Williams.  Married in 2007, He and wife Rita have 8 children between them and sons and daughters-in-law. His hobbies are family activities, farming, playing music, writing songs and Bible studying and teaching.

Daniel Brown, Territory Manager

Daniel is a Smart Choice Virginia territory manager in northern Virginia. He has extensive experience in sales training, management, and operations development. Daniel’s insurance career began in 2012 as an agent in Roger Gill’s agency. Working under the guidance of Roger, his focus is on agency development beginning with on-boarding all Smart Choice Virginia agents.

Roger has over 27 years of insurance agency management experience. He began his insurance career in 1997 as an associate agent with Nationwide before starting his own independent agency, The Insurance Advisor, in 2012. After assuming the State Director role for Smart Choice Virginia in 2018, premium has grown over 300% surpassing $23 million and commissions have grown 750% to over 3 million under his leadership.
